Ecuador president: Snowden can't leave Moscow

PORTOVIEJO, Ecuador (AP) ? Edward Snowden is "under the care of the Russian authorities" and can't leave Moscow's international airport without their consent, Ecuadorean President Rafael Correa told The Associated Press Sunday in an interview telegraphing the slim and diminishing possibility that the National Security Agency leaker will end up in Ecuador.

Russian President Vladimir Putin has distanced himself from the case since Snowden arrived in Russia last week. But Correa portrayed Russia as entirely the masters of Snowden's fate.

Putin insists the 30-year-old former NSA contractor remains in the transit zone of Moscow's Sheremetyevo Airport and that as long as he has not legally entered Russia, he is out of the Kremlin's control.

However, the Kremlin also said Sunday that it will take public opinion and the views of human rights activists into account when considering Snowden's case, a move that could lay the groundwork for him to seek asylum in Russia.

"This is the decision of Russian authorities," Correa told the AP during a visit to this Pacific coast city. "He doesn't have a passport. I don't know the Russian laws, I don't know if he can leave the airport, but I understand that he can't. At this moment he's under the care of the Russian authorities. If he arrives at an Ecuadorean Embassy we'll analyze his request for asylum."

Last week, several members of Russia's Presidential Council for Human Rights spoke out in support of Snowden, saying he deserved to receive political asylum in the country of his choice and should not be handed over to the United States. And a handful of protesters picketed outside the Moscow airport in what appeared to be an orchestrated demonstration on Friday, holding signs reading "Edward, Russia is your second motherland" and "Russia is behind Snowden."

Putin spokesman Dmitry Peskov told Ekho Moskvy radio that while Snowden is not Russia's concern, the Kremlin is aware of the viewpoints of Russian experts and representatives of human rights organizations.

"Public opinion on the subject is very rich," Peskov said in the radio interview. "We are aware of this and are taking it into account."

Correa said he had no idea Snowden's intended destination was Ecuador when he fled Hong Kong for Russia last week. He said the Ecuadorean consul in London committed "a serious error" by not consulting officials in Ecuador's capital when the consul issued a letter of safe passage for Snowden. He said the consul would be punished, although he didn't specify how.

Analysts familiar with the workings of the Ecuadorean government said Correa's claims that the decision was entirely Russia's appeared to be at least partly disingenuous. They said they believed Correa's administration at first intended to host Snowden, then started back-tracking this week when the possible consequences became clearer.

"I think the government started to realize the dimensions of what it was getting itself into, how it was managing things and the consequences that this could bring," said Santiago Basabe, an analyst and professor of political sciences at the Latin American School of Social Sciences in the Ecuadorean capital, Quito. "So it started pulling back, and they'll never tell us why, but I think the alarm bells started to go off from people very close to the government, maybe Ecuador's ambassador in Washington warned them about the consequences of asylum for Snowden."

Correa said Snowden must assume responsibility if he broke U.S. laws, but added the broader legitimacy of Snowden's action must be taken into consideration. He said Ecuador would still consider an asylum request but only if Snowden is able to make it to Ecuador or an Ecuadorean Embassy to apply.

The U.S. is seeking the former NSA contractor's extradition for leaking secret documents that, among other things, detail U.S. surveillance of international online activity. On Sunday, German magazine Der Spiegel reported that classified documents taken by Snowden also revealed U.S. spies had allegedly bugged European Union offices.

Correa never entirely closed the door to Snowden, whom he said had drawn vital attention to the U.S. eavesdropping program and potential violations of human rights. But Correa appeared to be sending the message that it is unlikely Snowden will ever end up in Ecuador. He repeatedly emphasized the importance of the U.S. legal process and praised Vice President Joe Biden for what he described as a courteous and appreciated half-hour call about the Snowden case on Friday.

He similarly declined to reject an important set of U.S. trade benefits for Ecuadorean exports, again a contrast with his government's unilateral renunciation of a separate set of tariff benefits earlier in the week.

"If he really could have broken North American laws, I am very respectful of other countries and their laws and I believe that someone who breaks the law must assume his responsibilities," Correa said. "But we also believe in human rights and due process."

He said Biden had asked him to send Snowden back to the United States immediately because he faces criminal charges, is a fugitive from justice and has had his passport revoked.

"I told him that we would analyze his opinion, which is very important to us," Correa said, adding that he had demanded the return of several Ecuadoreans who are in the United States but face criminal charges at home.

"I greatly appreciated the call," he said, contrasting it with threats made by a small group of U.S. senators to revoke Ecuadorean trade privileges. "When I received the call from Vice President Biden, which was with great cordiality and a different vision, we really welcomed it a lot."

Ecuadorean officials believe Russian authorities stymied the country's efforts to approve a political asylum application from the former NSA systems analyst, according to government officials with direct knowledge of the case.

Those officials said Ecuador had been making detailed plans to receive and host Snowden. One of the officials said Russia's refusal to let Snowden leave or be picked up by Ecuadorean officials had thwarted the plans. The officials spoke on condition of anonymity because they weren't authorized to discuss the case by name.

One of the officials said Snowden had intended to travel from Moscow to the Ecuadorean capital of Quito. The official said Ecuador had also asked Russia to let Snowden take a commercial flight to meet Foreign Minister Ricardo Patino in Vietnam or Singapore, where Patino was on an official trip.

The Russians rejected all of Ecuador's requests to let Snowden leave Moscow, or to let an Ecuadorean government plane pick him up there, the official said.

Asked Sunday about those accounts, Correa responded, without elaborating, "We don't have long-range aircraft. It's a joke."

Snowden's path to Ecuador would have gone through Cuba, which said little about the case all week, including whether it would have allowed him to use its territory to transit.

Cuban leader Fidel Castro praised Correa's rejection of U.S. trade pressure, expressing his "sympathies" for the Ecuadorean leader in a Sunday editorial in the state press.

When AIDS viruses are transmitted despite treatment

June 24, 2013 ? While antiretroviral drugs offer an efficient means of preventing the replication of HIV in the blood, shedding of HIV may occur in semen, so that other persons can become infected during unprotected sexual intercourse. This occurs in particular if the male genital tract also has other viral infections.

That is the conclusion reached by a scientist who is supported by the Swiss National Science Foundation (SNSF).

In principle, modern combination therapies are very effective at keeping AIDS causative agents in check. The treatment usually leads to a situation in which there is no longer any evidence of Human-Immunodeficiency Viruses (HIV) in the body. In this way, the drugs can also reduce the disease transmission rate to just one tenth. So why do new infections occur despite treatment?

Sperm containing a cocktail of viruses

The answer, according to findings recently published by the Swiss researcher Sara Gianella Weibel and her American colleagues, is that other viruses also play a role. Working at the University of California in San Diego, the SNSF-funded scientist studied the semen of 114 HIV-infected men undergoing treatment who have sex with men. She found that the seminal fluid of 11 of the men contained a considerable quantity of HI viruses, even though the viral load of the blood of all of the men was very low. In eight of these 11 cases, Gianella Weibel also found evidence of various forms of herpes.

Locally activated immune system

Some of these herpes viruses, such as cytomegalovirus, often remain unnoticed. However, if the viruses infect the male genital tract, they locally activate the immune system. As a result, there is a build-up of immune cells, including those in which HIV replicate, in the genital area. "Our data suggests that we must also direct our focus towards other viruses, if we really want to interrupt the transmission of AIDS," explains Gianella Weibel.

Afghan palace attack could sink peace talks

KABUL (Reuters) - Taliban militants attacked key buildings near Afghanistan's presidential palace and the U.S. CIA headquarters in Kabul, a brazen assault that could derail attempts for peace talks to end 12 years of war.

The Taliban, who have said they are willing to take part in talks with the United States and Afghan President Hamid Karzai's administration, said they launched the early morning assault, which triggered a 90-minute firefight.

A U.S. envoy was in Kabul on Tuesday to try to smooth the way forward for the stalled talks in the Gulf state of Qatar ahead of the pullout from Afghanistan of most of the NATO-led troops next year. He had been expected to meet reporters at the U.S. Embassy, but the conference was called off.

Karzai was also due to attend, but his whereabouts were not known. A palace official said he was safe.

A Reuters reporter at the palace said the attack began soon after 6.30 a.m. (10:00 p.m. EDT) when at least one man opened fire with an automatic rifle close to a gate to the palace in central Shash Darak district. The fighting was over before 8 a.m.

Reporters at the palace gates for security checks took cover when the firing started.

A senior government official told Reuters four or five attackers had used fake identify papers to try to make their way through security gates in the Shash Darak district, which leads to Kabul's most tightly guarded areas.

One car made it through, but a second vehicle was stopped and those inside began shooting. Grenades were thrown.

The area is home to the presidential palace compound, the Ministry of Defense and an annexe of the U.S. embassy at the old Ariana Hotel. The U.S. Central Intelligence Agency's Afghanistan station is based there.

Afghan forces and U.S. servicemen returned fire and explosions resounded through the area. Children walking to school were caught in the shooting, but escaped serious injury.

A thick plume of smoke was seen rising from the Ariana at the height of the exchanges.

One of the attackers was killed when he detonated a bomb on his body, the government official said, and three or four were killed by security forces. At least two Afghan security guards were killed.

The U.S. Ambassador to Afghanistan, Jim Cunningham, condemned the attack and called on the Taliban to once again commit to the nascent peace process in Doha.

"We remain steadfast in supporting the Afghan government and people against the scourge of terrorism and the violence directed against them," he said.

REJUVENATING PEACE TALKS

U.S. officials have been trying to rejuvenate peace talks in Qatar, thrown off course after rows last week over the opening there of a Taliban office.

The U.S. envoy appointed to help Kabul pursue peace with the Taliban, James Dobbins, arrived on Monday and met Karzai and the Afghan body intended to negotiate with the insurgents.

He told reporters that Washington was trying to determine if the Taliban were willing to engage in talks.

In claiming responsibility for the attack, the Taliban said it had targeted the presidential palace, the CIA office and the Defense ministry.

But Afghan security officials told Reuters they believed it had been carried out by the Taliban-linked Haqqani Network. The Haqqani Network is accused of masterminding high-profile attacks in Kabul and is believed to have close links to al Qaeda.

Adela Raz, a spokeswoman for Karzai, dismissed the suggestion that the palace had been under threat, saying any shooting had taken place far from the compound's walls.

The Defense ministry said the assault had been aimed at the Ariana.

In southern Afghanistan, a roadside bomb killed eight women, two children and an elderly man travelling in a minivan in southern Kandahar province on Tuesday, a spokesman for the Kandahar government said.

Car bombs kill 39 in Iraqi capital Baghdad

BAGHDAD (Reuters) - Ten car-bomb explosions killed at least 39 people across the Iraqi capital on Monday, police and medical sources said.

In the central district of Karada, two parked car bombs went off killing at least eight people, and another two car bombs exploded simultaneously near a market in the western district of Jihad, killing eight.

Violence has been increasing in Iraq in recent months, with more than 1,000 people killed in May alone, making it the deadliest month since the sectarian bloodletting of 2006-07.

Insurgents including al Qaeda's Iraqi affiliate have been regaining ground and recruits from the country's Sunni minority, which feels sidelined since the U.S.-led invasion toppled former dictator Saddam Hussein and empowered majority Shi'ites.

Sectarian tensions in Iraq and the wider region have been inflamed by the civil war in Syria, where mainly Sunni Muslim rebels are fighting to overthrow President Bashar al-Assad, whose Alawite sect derives from Shi'ite Islam.

Obama takes economic, foreign policy agenda to UK

WASHINGTON (AP) ? President Barack Obama is taking a security, foreign policy and economic agenda to Northern Ireland for a meeting with heads of the leading industrial nations.

He's looking for consensus on Syria while pushing for common ground on trade, economic growth and tax policies.

Obama left Washington on Sunday night and is scheduled to arrive in Belfast on Monday, ahead of the Group of eight summit, and give a speech focused on Northern Ireland's reconciliation.

Aides say the president plans to call on young people to sustain the peace.

He's then scheduled to attend a two-day summit in at a resort with leaders from Britain, Germany, France, Italy, Canada, Russia, and Japan.

Obama also plans to meet with Russian President Vladimir Putin.

The president's trip will end Wednesday in Berlin.

(AP) ? A group of 51 beauty queens from every U.S. state and the District of Columbia are preparing to smile and strut their way toward the 62th Miss USA title.

Reigning queen Nana Meriwether will relinquish her crown and the posh New York apartment that comes with it and usher in her successor during the competition Sunday evening at the Planet Hollywood hotel-casino on the Las Vegas Strip.

Most of the long-haired, hard-bodied women will be quickly sent home.

Contestants will be whittled to 15 after the show's opening fashion show number based on competitions and interviews during the week before the telecast. The remaining contestants will vie for the crown in three arenas: swimsuit, evening gown and interview question.

Contestants cannot have been married or have children and they must be younger than 27.

Unlike the rival Miss America pageant, Miss USA does not ask its queens to perform a talent or choose a charity mission.

The judge's panel includes over-the-top fashion designer Betsey Johnson, "Biggest Loser" star Bob Harper and "Wait Wait....Don't Tell Me" personality Mo Rocca.

The pageant airs live on NBC, hosted by Nick Jonas of the Jonas Brothers pop act and Giuliana Rancic, co-anchor of "E! News" and featuring performances by the Jonas Brothers and DJ Pauly D. The network co-owns the parent Miss Universe Organization with Donald Trump.

The winner will represent the United States at the Miss Universe pageant in the winter.

Last year's Miss USA, Olivia Culpo, won that international crown, becoming the first Miss USA to ascend to Miss Universe in 16 years.

The night's winner also becomes a spokeswoman for breast and ovarian cancer awareness and other causes, while traveling to promote the organization.

The Miss USA hopefuls have been staying at the Planet Hollywood casino for the past week, but the flashing slot machines and ubiquitous oversized novelty drinks have been little more than a background to a stuffed schedule of product tie-in media events, including hairdo contests and paddleboat competitions.

The animal rights organization People For The Ethical Treatment Of Animals is using the pageant to stage a protest of fur and the tradition of awarding furs to winners of some state pageants.

PETA has made a provocative ad featuring four nude former Miss USA winners. The tagline is: "Feel Beautiful in Your Own Skin, and Let Animals Keep Theirs."
