Russia expelled a US diplomat on Tuesday after Kremlin security services charged that they had caught him trying to recruit a Russian agent. China missile hit highest suborbital level since 1976: scientist
WASHINGTON |
WASHINGTON (Reuters) - China launched a large missile on Monday that reached 6,200 miles above the earth, its highest suborbital launch since 1976, according to a U.S. scientist at Harvard University.
Jonathan McDowell, an astrophysicist at the Harvard-Smithsonian Center for Astrophysics, said the rocket was launched from the Xichang Satellite Launch Center in western China, and China said the rocket carried a science payload which studied the earth's magnetosphere.
He said the rocket could possibly be used in the future to carry an anti-satellite payload on a similar trajectory, but there was no evidence to indicate the launch was intended to test such a capability.
The United States remains concerned about China's development of anti-satellite capabilities after it shot a missile at one of its own defunct satellites in orbit in 2007, creating an enormous amount of debris in space.
Monday's rocket launch was similar to launches using the Blue Scout Junior rocket that were conducted by the U.S. Air Force in the 1960s for research on the Earth's magnetosphere, McDowell said in an emailed response to questions.
The launch came less than a week after U.S. Deputy Defense Secretary Ashton Carter unveiled what he called a "long overdue" effort to safeguard U.S. national security satellites and develop ways to counter the space capabilities of potential adversaries.
The Pentagon also released an 83-page report on Chinese military developments that highlighted China's increasing space capabilities and said Beijing was pursuing a variety of activities aimed at preventing its adversaries from using space-based assets during a crisis.
A Pentagon spokesman declined to comment on the Chinese rocket launch.

Will the Benghazi and IRS Probes Do More Damage to Obama or the GOP?
Barack Obama put himself on the road to winning the 2008 Iowa caucuses, the Democratic nomination, and the presidency by raising the specter of Clinton-era investigations, polarization, and bitterness. Now he?s facing the same thing, with overlays of gridlock, dysfunction, soaring deficits, mass unemployment, and ideological cable networks. Are he and his party doomed, or are Republicans overplaying their hand?
Talk of impeachment is in the air. It was striking that, asked point blank Sunday on ABC whether Obama should be impeached over Benghazi, Sen. John McCain did not say no. Instead he said he wanted a select committee to investigate the terrorist attacks that killed U.S. Ambassador Chris Stevens and three other Americans on Sept. 11, 2012. He can rest assured that even if there?s no select committee, there will be multiple investigations led by Republicans.
A December investigation by retired Adm. Mike Mullen, a former chairman of the Joint Chiefs of Staff, and retired Ambassador Thomas Pickering, who served Republican and Democratic presidents for four decades, was unsparing about State Department errors and shortcomings. The major GOP problem with it appears to be that it spared Hillary Rodham Clinton, the 2016 presidential front-runner if she decides to run.
The latest news on the Internal Revenue Service is different in that it has united rather than divided partisans from the left to the right. For liberals, it?s all too easy to imagine the IRS targeting for special scrutiny groups with the words ?99 percent? or ?occupy? or ?progressive? in their names, rather than ?tea party? or ?patriot.? And the belated IRS apology means little, as does the fact that the groups on the whole received the tax-exempt status they requested and--as Obama adviser David Plouffe pointed out--hugely outspent Democrats in the 2012 campaign.
The bottom line was well phrased by George W. Bush's former press secretary, Ari Fleischer, in Twitter shorthand. ?It doesn't matter if Tparty non-profit applications got approved. Investigate facts--don't leap to conclusions (crime, impeachment). Let facts drive-not emotion.?
Ed Rogers, another Republican Party elder, also urged caution. He wrote in The Washington Post that he just doesn?t get the GOP ?micro-obsession? with Benghazi. ?It is powered by some self-replenishing fuel that I don?t see. And politically, it has reached a point of diminishing return for Republicans. No less than five GOP-led committees are looking into this. We shouldn?t be doing nothing, but isn?t this overkill when voters have other priorities, like the economy?? Rogers asked. His take on the politically tinged evolution of U.N. Ambassador Susan Rice?s highly misleading Sunday-show talking points right after the incident: It happens all the time, in every agency, in every administration.
Nobody would accuse pollster Scott Rasmussen of a liberal tilt; in fact, his polls are often criticized for the opposite. But he, too, is wondering why Republicans feel they have a political winner on their hands with Benghazi. The public gives Obama better marks on foreign policy than on domestic policy, he writes, and it would take ?some pretty spectacular revelations? to change that.
It is possible, of course, that the administration will sustain damage from investigations of what Sen. Susan Collins, R-Maine, on CNN called the ?absolutely chilling? actions of the IRS and how it has handled the aftermath--clumsy apology rushed out just ahead of a tough inspector-general report, complete with a timeline that calls into question statements about ?low-level? employees being the only ones who knew what was going on.
It won?t matter that Democrats and Republicans alike are condemning the agency, or that it was led at the time by a Bush-era appointee. Already Obama?s name is being mentioned in the same sentence as Richard Nixon, who tried to get the IRS to audit people on his famous ?enemies list.? That charge, conservative Ed Morrissey at HotAir.com reminds us, was one of the articles of impeachment against Nixon.
The Clinton era was exhausting. Some fringe conservatives were convinced that the Clintons were involved in a drug murder in Arkansas and also had killed their good friend Vincent Foster, who in real life, had tragically committed suicide. This Clinton fatigue was what Obama was trying to summon in a December 2007 speech laying out why his party should nominate him instead of Hillary Clinton. ?We can't afford to settle for the same old politics,? he told thousands of Democrats at a Des Moines, Iowa, arena. ?The real gamble in this election is playing the same Washington game with the same Washington players and expecting a different result.? It is time to turn the page.?
Unlike Bill Clinton, Obama isn?t handing ammunition to Republicans in the form of self-created personal scandals. And yet he is presiding over a conflict-ridden era that is, if anything, even more wearying and exasperating than the Clinton era. The GOP is blocking his judges and Cabinet secretaries, attacking his budget proposals as both too austere and not austere enough, trying to withhold money for a smooth transition to the new health care law, and threatening again to ignore the debt limit and the perils of default. Now add multiple investigations of the IRS and Benghazi, some warranted and some excessive. Where will it all lead?
Shortly after the September 1998 release of the Starr report (with its graphic sexual references and 11 proposed articles of impeachment), and before they went on to impeach and try Clinton, Republicans contradicted historical patterns by losing House seats. The public, it turned out, was tired of scandal, investigations, and conflict. Obama can only hope the same dynamic plays out in 2014.

Bombing bombing suspect's Va. burial was legal, mortiican says
BOSTON (AP) ? The director of the Massachusetts funeral home where Tamerlan Tsarnaev's (TAM'-ehr-luhn tsahr-NEYE'-ehvz) body was held says the family of the Boston Marathon bombing suspect had the right to bury the body as they did.
Peter Stefan said Monday he may not agree with how things were done when Tsarnaev was buried last week in Virginia, but it was legal.
Stefan's comments come as a group critical of the burial says it wants the body disinterred and sent elsewhere. The chairman of the Virginia Anti-Shariah Task Force called the burial "an awful sneak attack."
Stefan says Massachusetts law gives families the right to bury their relatives, and they had a permit to take the body to Virginia.
Stefan says he would have preferred sending the body to Tsarnaev's family in Russia.

Prince Harry, Missy Franklin launch Warrior Games
COLORADO SPRINGS, Colo. (AP) ? Escorted by Britain's Prince Harry and swimming superstar Missy Franklin, a U.S. Navy officer blinded by an improvised bomb in Afghanistan lit an Olympic-style cauldron Saturday to launch the Warrior Games for wounded service members.
Lt. Bradley Snyder, Harry and Franklin completed the last leg of a brief torch relay at the U.S. Olympic Training Center in Colorado Springs to formally start the games.
All three lifted the torch to the lip of the cauldron to ignite the flame.
It was a touching start to the Paralympic-style games, which run through Thursday. About 260 athletes are competing in basketball, volleyball, shooting, archery, track and field and swimming ? Snyder's sport.
Britain sent a 35-member team, and the prince met with the athletes earlier in the day. He also sat on a gymnasium floor in a circle of 12 sitting volleyball players, batting the ball around amid whoops and laughter.
Harry served as a combat helicopter in pilot in Afghanistan, and the British veterans said that makes him easy to talk to.
"He knows what it's like out there," said Army Capt. Dave Henson, a member of the volleyball team. "He's been on the ground and in the air."
Henson, 28, lost both legs when an improvised bomb exploded in Afghanistan two years ago. He said Harry took a personal interest in the athletes' recovery and the quality of their health care.
Royal Marine Matthew Hancox, 25, said the prince recognized some wounded veterans he had met before and asked them how they were recovering.
"He's very down-to-earth," said Hancox, who was shot in the chest in Afghanistan in 2011.
The prince on Saturday afternoon pulled a Union Jack jersey over his uniform and joined the British team in a raucous exhibition game of sitting volleyball against U.S. players. That delighted the audience of several hundred and prompted a string of teasing taunts from the arena announcer.
The visit to Colorado got underway Friday night when Harry charmed dozens of dignitaries, British expatriates, students and military officers at a cocktail party welcoming him to Colorado. He also joined the crowd in singing "Happy Birthday" to Franklin, a Coloradan who was celebrating turning 18 at a golf club south of Denver.
She won four gold medals in the 2012 Olympic Games in London.
A captain in Britain's Army Air Corps, Harry has deployed to Afghanistan twice, and he wore a brown camouflage uniform and tan combat boots when he met with the British team.
His first deployment, as a forward air controller in 2007-2008, was cut short after 10 weeks when details of his whereabouts were disclosed in the media.
On his second deployment, he was a co-pilot and gunner on an Apache helicopter.
He acknowledged to reporters he had targeted Taliban fighters, and when asked if he had killed anyone, said, "Yeah, so, lots of people have."
He's attending the Colorado games because he believes the wounded deserve recognition, according to a statement from St. James' Palace in London, the official residence of the royal family.
"He seemed very interested in what stage we are all in in terms of our rehabilitation," said Erica Vey, a veteran of the British Air Force.
Vey, who competes in track and field and shooting, had a leg amputated after an injury she suffered when a cargo plane had to take sudden evasive action.
"He was quite easy to talk to," she said of the prince.
Harry caused a scandal on his last trip to the U.S. when he was photographed frolicking nude with an unidentified woman in a Las Vegas hotel suite in August.
"It was probably a classic example of me probably being too much army, and not enough prince," he said afterward.

Syrian warplanes pound rebel positions in north
BEIRUT (AP) ? Anti-regime activists say Syrian warplanes are pounding rebel positions in two northern provinces.
The Britain-based Syrian Observatory for Human Rights says the air force is targeting opposition forces in the battle for the Mannagh air base outside of northern city of Aleppo. Rebels stormed the base near the border with Turkey on Sunday. They captured parts of it but could not hold on, because of the regime's superior air power.
In neighboring Idlib province, there are heavy clashes outside several army bases near the government-controlled provincial capital. Government troops and fighter planes are hitting the rebels, the Observatory said.
Thursday's fighting came a day after the announcement of a new U.S-Russian initiative to end two-year conflict through negotiations.

Experts: Media May Be Second Prison for Cleveland Abductees
Three women kept captive in a boarded-up Cleveland house for between nine and 11 years will likely face a long road to recovery after their nightmarish ordeal.
The women, Amanda Berry, Gina DeJesus and Michelle Knight, all went missing between 2002 and 2004, when they were teens, or in Knight's case, 20 years old. The women managed to escape on Monday (May 6). Police told reporters this week that they had found chains and ropes in the house, and that the women were very rarely allowed outside into the backyard. Berry's 6-year-old daughter also escaped from the house.?
Former school bus driver Ariel Castro has been charged with kidnapping and rape in the case.
The women's families told CNN that they were in good spirits upon being reunited with their families, but social scientists warn that the trauma of captivity is not likely to fade overnight ? especially as they will have to recover in the public eye, under media pressure. "The big challenge that they face is the anticipation that everything is going to be perfect once family members are back together again," said Geoffrey Greif, a professor of social work at the University of Maryland who has studied missing and exploited children.
Recovering from trauma
In fact, Greif said, the women's families have changed in the decades they have been gone. Berry's mother, Louwana Miller, died in 2006 without ever finding out what had happened to her daughter.
?"The family grows, changes in one direction," Greif told LiveScience. "The women change in a different direction, and the issue is to accept the fact that their life trajectories have been very different."
At the same time, the abducted women are likely to suffer with the aftereffects of trauma, said pediatric and adolescent psychologist Carolyn Landis of University Hospitals Rainbow Babies & Children's Hospital in Cleveland. This could include post-traumatic stress disorder, or PTSD.
"I think of it as somebody who has been through a war," Landis told LiveScience. Symptoms of PTSD could include re-experiencing the trauma, anxiety, nightmares, insomnia and even physical ailments.
Coping in the aftermath
Therapy and possibly medications could help ease PTSD symptoms, Landis said. It's also important that the women face their recoveries individually. The three might face different struggles and different paths despite sharing similar traumas.
Abduction victims often feel guilt and shame, questioning themselves about whether they did enough to escape, Greif said. They might also compare themselves with individuals from other high-profile cases.
"From talking to other people who have been kidnapped and recovered, they sometimes measure themselves against the perception of how high-profile former abducted people do," Greif said. "It can set a bar that may have worked for Elizabeth Smart and Jaycee Dugard, but may not work for someone else."
Elizabeth Smart was kidnapped at age 14 from her bedroom in Salt Lake City, Utah, and held for nine months. Jaycee Lee Dugard was abducted at age 11 in South Lake Tahoe, Calif., and was kept in captivity for 18 years.
Like Berry, Dugard had children in captivity. Berry's child may need psychological help as well, Landis said.
"I would expect that it probably wasn't a wonderful atmosphere, so I'm sure she might have heard or seen things that would not be typical for your normal child," she said. "I would expect she might have symptoms of PTSD as well."
The women's sudden celebrity may also complicate their recovery, Landis said. Dugard's memoir, "A Stolen Life" (Simon & Schuster, 2011) discusses not being able to go out with her daughters in public, lest they be recognized.
"I hope that people will give them their space and their privacy so they can live normal lives, because if not it's almost like they're still in a prison," Landis said.

Column: Bangladesh and the cost of doing nothing - Bremmer

NEW YORK (Reuters) - In Bangladesh, the search for survivors has become an effort to recover the dead. After a garment factory building collapsed in the Dhaka suburb of Savar last week, residents and rescue workers spent days digging through the rubble hoping to save the lives of people caught in yet another Bangladeshi industrial accident. At least 390 people are thought to have died.
This type of accident is all too common in Bangladesh. In November, more than 100 people died in a garment factory fire when workers could not easily escape the building. In 2006, 84 people were killed in a blaze because fire exits were locked.
This is what happens when a $20 billion industry accounts for 3.2 million jobs and 80 percent of a country's exports. It needs the industry too much, especially when those jobs have helped push female participation in the workplace from 26.1 percent in 2002-03 to a still-insufficient 36 percent in 2010.
The globalized economy demands that Bangladesh provide cheap goods, and cheap goods are easier to manufacture when there aren't strict rules to follow ? or at least when they're not enforced.
It also helps when those rules are set by the same people who own the factory buildings. A sector that is too big to fail can repel government-induced regulation. Mohammed Sohel Rana, who owned the building that collapsed, was escorted to court yesterday in body armor and a helmet. But the factory wasn't his only project ? he was also a local leader of the ruling party's youth wing. This is partly why it's so hard for developing countries to bite the hand that feeds. It would require the powerful to bite themselves.
A groundswell of protest might change things, and we're seeing the beginnings of that. Bangladeshis have burned factories to the ground to make clear that the garment industry is not as invincible as it seems. Citizens want action, and with an election coming later this year, they'll have the government's attention.
Sensing this, Bangladeshi officials, after reportedly refusing rescue help from Britain, have promised to take action to prevent accidents like this from happening again. Rana built his factory on swampland and then kept the building open after long cracks were discovered in its pillars. In a country as reliant on one industry as Bangladesh, regulations are just the first step - success depends on consistent enforcement.
What does this mean for Western corporations? In a situation like this, a company's imperative is to get ahead of government, to make rather than simply accept new standards. But until government acts, don't expect much from the private sector.
Bangladesh isn't the kind of country that will shame a company into compliance by tarring its reputation ? it's too small, and media coverage of its labor practices pales in comparison to China's. Until pressure is added from outside Bangladesh, action inside the country won't force change in the private sector.
We've seen mass protest against labor practices in the past, most famously when sweatshops became a cause c?l?bre in the 1990s. It was mounting progress and pressure that changed work conditions then, thanks to non-governmental organizations, celebrities and major American brands transforming consumer behavior in the United States. But Bangladesh doesn't have its own Kathie Lee. Aside from disasters like this, the country rarely makes headlines in the West, despite a population bigger than that of Germany and France combined.
When there's money to be lost, it's harder to build momentum for change. This was a horrific disaster ? and a preventable one. Let's hope its human cost convinces Bangladesh's government and its private sector that it can no longer afford not to act.
