Immigration, economic revival head Obama's second-term checklist

WASHINGTON (Reuters) - President Barack Obama is pledging to focus in his second term on immigration reform, boosting economic growth through infrastructure repair and energy policies that nod to environmental protection.

The president is mired in a difficult fight with congressional Republicans to avoid sharp spending cuts and steep tax increases collectively referred to as the "fiscal cliff." However, he still has a longer-term to-do list for his remaining four years in office, he said in an interview on NBC's "Meet the Press" that was broadcast on Sunday.

Obama, who won re-election in November after a campaign in which he succeeded in painting himself as a strong advocate for the middle class and those aspiring to join it, also promised in the interview to make a run at passing gun control legislation in the first year of his second term.

"Fixing our broken immigration system is a top priority," he said. He renewed a pledge to introduce legislation in the first year of his second term to get it done.

Immigration reform is a sensitive subject for the president, who failed to fulfill his promise to revamp the system during his first term. Latino voters were a critical part of the coalition that helped get him re-elected, a fact that may soften political opposition from Republicans, who are eager to bolster their support with that demographic group.

Immigration reform supporters on the left believe that the 11 million undocumented foreigners in the United States should be allowed a path to work toward citizenship. But opponents believe that this approach would reward people who broke the law by coming to the United States illegally.

Republicans have sought stronger measures to keep illegal immigrants from entering the United States from Mexico. Advocates on both sides of the debate want to more effectively verify legal workers in an economy in which businesses want to hire non-U.S. workers ranging from low-paid farm hands to technology-savvy professionals.

While negotiations to avoid the fiscal cliff have hogged the spotlight in the first weeks after the election, Obama said he wants to take steps to ensure the sluggish recovery gains steam.

Many observers had believed a persistently high level of unemployment would thwart Obama's chances of winning a second term. The U.S. jobless rate peaked at 10 percent in 2009 after the harshest recession since the Great Depression but has been falling and dipped to 7.7 percent in November.

The president said rebuilding crumbling roads, bridges and schools could put people back to work and put the economy on a sounder footing. He said he would pair those steps - which would likely involve government spending - with deficit reduction measures to tame the nation's budget deficit.

The president also said energy policy would be a leading emphasis. He said he would focus on how the country can produce more energy and export energy, while also dealing with environmental challenges. He did not specify how he would do that. The president's effort to fight climate change with a broad emissions trading system failed during his first term.

When pressed, Obama added gun control to his list of priorities, reiterating his support for a ban on assault rifles and high capacity clips, as well as background checks.

??Exploration of healthcare workers'perceptions on occupational risk of HIV transmission at the University of Gondar Hospital, Northwest Ethiopia

HIV/AIDS has several means of transmission. Exposure to blood and other body fluids is a very important means of transmission.

Healthcare workers are exposed to this disease mainly due to the nature of their work. This is an exploration of the perceptions of healthcare workers of the University of Gondar Hospital.

Methods: Based on purposive sampling seven healthcare workers were selected from different departments in the hospital so that they could reflect on their perceptions.

The selected healthcare workers were asked about the risks related to their work, their experience of HIV related hazards and their general views on the transmission of HIV. The main themes were identified for analysis and the views were summarized under the themes.

Results: All the respondents were aware of the risk of acquiring HIV in healthcare settings.

Some had experienced accidents that made them take post-exposure prophylaxis, and most witnessed accidents like needle-stick injuries to their colleagues. They also expressed their feelings that their workplace was not the best place to work at.

Conclusion: Health professionals are well aware of the possibility of HIV transmission associated with their practice.

Accidents like needle stick injuries are apparently common; and at the same time, the practice of healthcare workers towards using universal precautions looks poor.

Little time left to head off longshoremen's strike

(AP) ? Shipments of products as varied as flat-screen TVs, sneakers and snow shovels could sit idle at sea or get rerouted, at great time and expense, if more than 14,000 longshoremen go on strike as threatened ? a wide-ranging work stoppage that would immediately close cargo ports on the East Coast and the Gulf of Mexico to container ships.

Commerce could be brought to a near standstill at major ports from Boston to Houston if the strike takes place on Sunday, potentially delivering a big blow to retailers and manufacturers still struggling to find their footing in a weak economy.

"If the port shuts down, nothing moves in or out," said Jonathan Gold, vice president of supply chain and customs policy at the National Retail Federation. And when the workers do return, "it's going to take time to clear out that backlog, and we don't know how long that it's going to take."

The 15 ports involved in the labor dispute move more than 100 million tons of goods each year, or about 40 percent of the nation's containerized cargo traffic. Losing them to a shutdown, even for a few days, could cost the economy billions of dollars.

In addition to transporting goods, U.S. factories also rely on container ships for parts and raw materials, meaning supply lines for all sorts of products could be squeezed.

"The global economy moves by water, and shutting down container ports along the East and Gulf coasts while the national economy remains fragile benefits no one," Deborah Hadden, acting port director at Massport, the public agency that oversees shipping terminals in Boston. It is not a part of the contract dispute.

Florida Gov. Rick Scott said "the livelihood of thousands of Florida families lies in the balance."

The master contract between the International Longshoremen's Association and the U.S. Maritime Alliance, a group representing shipping lines, terminal operators and port associations, expired in September. The two sides agreed to extend it once already, for 90 days, but they have so far balked at extending it again when it expires at 12:01 a.m. Sunday.

The union said its members would agree to an extension only if the Maritime Alliance dropped a proposal to freeze the royalties workers get for every container they unload. The Alliance has argued that the longshoremen, who it said earn an average $124,138 per year in wages and benefits, are compensated well enough already.

Federal mediators have been trying to push negotiations along, but there has been no word from either side on the progress of the talks since Dec. 24. As recently as Dec. 19, the president of the longshoremen, Harold Daggett, said the talks weren't going well and that a strike was expected.

The work stoppage would not be absolute. Longshoremen would continue to handle military cargo, mail, passenger ships, non-containerized items like automobiles, and perishable commodities, like fresh food.

Joseph Ahlstrom, a professor at the State University of New York's Maritime College and a former cargo ship captain, called container ships the "lifeblood of the country."

"We don't fly in a lot of products. It's just too expensive," Ahlstrom said. "The bulk of the products we import come in inside containers."

The White House has weighed in on the issue, urging dockworkers and shipping companies Thursday to reach agreement "as quickly as possible" on a contract extension. Obama spokesman Matt Lehrich said the administration is monitoring the situation closely.

If it happens, the walkout could be the biggest national port disruption since 2002, when unionized dockworkers were locked out of 29 West Coast ports for 10 days because of a contract dispute.

The ports only reopened after President George W. Bush, invoking powers given to him by the 1947 Taft-Hartley Act, ordered an 80-day cooling-off period. Some economists estimated that each day of that lockout cost the U.S. economy $1 billion. It took months for the retail supply chain to fully recover.

An East Coast port freeze would have its biggest impact at the Port Authority of New York and New Jersey, where 3,250 longshoremen handled 32.3 million tons of cargo in 2010. The authority is not a party to the contract dispute.

Other major ports affected would include Savannah, Ga., which handled 18 million tons, and Houston and Hampton Roads, Va., which each handled more than 12.5 million tons.

Thousands of other jobs would be directly affected by the shutdown. Truck drivers might not have any cargo to transport, tug boat captains no ships to guide and freight train operators nothing to haul.

Simultaneously, another labor dispute involving dock workers was playing out on the West Coast.

Longshoremen at several Pacific Northwest grain terminals worked Thursday under contract terms they soundly rejected last weekend. The owners implemented the terms after declaring talks at an impasse. The International Longshore and Warehouse Union has yet to announce its next move.

Workplace rules, not salary and benefits, have been the obstacle to a new deal.

The dispute involves terminals in Portland, Ore., Vancouver, Wash., and Seattle, where longshoremen have been working without an agreement since the last contract expired Sept. 30.

Gunman dead after shooting 3 cops at station

Three New Jersey police officers are in the hospital after being shot inside a police station by a man being processed for a domestic incident. MSNBC's Thomas Roberts reports.

The gunman who shot three officers after a "violent struggle" at a New Jersey police station early Friday is dead, officials said.

The suspected shooter had been brought into Gloucester Township Police station?for a domestic incident when he got into a confrontation with officers, reported?NBC's Philadelphia affiliate, NBC 10.

"A violent struggle occurred while the suspect was being processed," Deputy Chief David Harkins said. The man was able to grab a gun and then opened fire.

One of the injured officers, who was rushed to surgery after being shot below his bulletproof vest, is listed in stable condition. The other two were treated for graze wounds and released.?

The shooter was killed by police during the confrontation, according to Chief W. Harry Earle.?The investigation was ongoing.?

Gloucester is located in central New Jersey, about 15 miles outside Philadelphia.

White House urges dockworkers, shippers deal

WASHINGTON (AP) ? The White House is urging dockworkers and shipping companies to reach agreement "as quickly as possible" on a contract extension for East Coast and Gulf Coast dockworkers whose existing pact expires this week.

Obama spokesman Matt Lehrich says the White House is monitoring the situation closely and urges the parties to "continue their work at the negotiating table to get a deal done as quickly as possible."

Talks between the dockworkers and shipping companies broke down Dec. 18 amid unresolved issues such as wages and container royalties ? the payments to union workers based on cargo weight. The International Longshoremen's Association and the U.S. Maritime Alliance are expected to meet this week.

The National Retail Federation has asked the Obama administration to use "all means necessary" to prevent a strike.

I found two kinds of technologies: fitness trackers to monitor physical activity, and P.C. and smartphone apps to track diet. I spent weeks testing several of them. And while I found a few to be quite helpful, they were all just short of fantastic.

I tried four high-end fitness gadgets: Nike?s FuelBand ($149), the Fitbit One ($99.95), Jawbone?s Up ($129.99) and the BodyMedia FIT wireless armband ($149). I also threw in a plain-Jane pedometer, the Omron HJ-720ITC, which I found for $31 at many stores online.

All of these devices work in a similar way. You attach them to your person (the FuelBand and Up fit around your wrist, the FIT goes around your upper arm, and the Fitbit and Omron pedometer can be placed in a pocket or clipped to your belt). Then, as you move, the devices measure your activity.

Unfortunately each device had major drawbacks. Even though I had gotten the proper size, I found that the Up and the FuelBand did not fit well around my wrist. They tapped against my desk while I typed, and they slid about uncomfortably when I washed the dishes. (They are both water-resistant.) BodyMedia?s FIT, meanwhile, is about the size of a man?s large wristwatch. Positioned directly against the skin around the upper arm, it is ungainly ? I found it distracting when I was in a short-sleeve workout shirt, and strange-looking under a nice button-down shirt.

The pedometer and the Fitbit were easier to handle; I hardly noticed them crammed with my keys and phone in my pocket. On the other hand, because they are not wearable, I often forgot them on my bedside table, where they did no good.

Still, among these vast offerings, I found the Fitbit and the cheap Omron to be best. The Fitbit is an unobtrusive slab of plastic about the size of a U.S.B. thumb drive. The Omron, by comparison, does not do wireless syncing, and its optional P.C. software is pretty basic. But paucity is its beauty. No setup is required. Just turn it on and leave it in your pocket. At the end of the day, peek at its screen ? in large, readable type, it shows a single stat: how many steps you have walked that day. The Omron does not promise the world, but it delivers enough information to keep you healthy.

While all of these devices made it easy to track my activity, they were of little help in monitoring my diet. The Up, Fitbit and BodyMedia FIT include food-logging options in their companion software, but I found them all to be a little slow. The problem with tracking food is that you eat a lot of it, so you need something that will make quick work of adding the many items you have consumed throughout the day. Ideally, the software would let you add multiple items with a single action, would remember what you eat repeatedly and would be connected to a vast library of foodstuffs ? so that when you told it that you ate, say, a slice of meatloaf from a Cook?s Illustrated recipe, it could instantly calculate your plate?s nutritional information.

I tried a few programs that promised to be so savvy, including FitDay and Lose It! But there was one that ranked far above the rest: My Fitness Pal, a free calorie-counting app that runs on the Web as well as iOS devices, Androids, the BlackBerry and Windows Phone. My Fitness Pal did exactly what I describe above: It let me add many foods at a time, and remembered my most frequent consumables so that I could add them with a single tap every day. Berkshire Hathaway sells 2 short-line railroads

(AP) ? Warren Buffett's company has sold two short-line railroads it recently discovered it owned to satisfy regulators who might have reviewed Berkshire Hathaway's 2010 acquisition of the Burlington Northern Santa Fe railroad.

Berkshire told the Transportation Department's Surface Transportation Board earlier this month that it had completed the sale of both short-line railroads ahead of schedule.

If Berkshire had reported owning those railroads when it bought BNSF, the Surface Transportation Board would have had to scrutinize the deal. Berkshire first disclosed owning the railroads to the Surface Transportation Board in September.

Buffett did not immediately respond to a message about the short-line railroads on Wednesday, but officials at Berkshire's BNSF and MidAmerican subsidiaries confirmed that the railroad sales were completed.

Before Berkshire acquired BNSF, Buffett sold the company's 9.6 million shares of Union Pacific Corp. and 1.9 million shares of Norfolk Southern Corp. to avoid problems with regulators.

A spokesman for the Surface Transportation Board did not immediately respond to a message on Wednesday. But officials at that agency appeared satisfied in October with Berkshire's plan to sell the small railroads by the end of the year.

Berkshire sold the 12-mile-long WCTU railroad that serves an industrial park near Medford, Ore., to RVTR Rail Holdings in December.

The WCTU railroad was owned by Railserve Inc., which is part of the industrial conglomerate Marmon Holdings. Berkshire has owned a controlling interest in Marmon since 2008.

The six-mile-long CBEC railroad that serves a MidAmerican Energy coal plant south of Council Bluffs, Iowa, was sold to its two other co-owners in November.

The Central Iowa Power Cooperative now owns 94 percent of the CBEC railroad, and the Corn Belt Power Cooperative owns the other 6 percent.

None of the entities that bought Berkshire's short lines owns another railroad, which ensured that the sales didn't require Surface Transportation Board approval. The Surface Transportation Board reviews rail mergers, purchases, construction and rate disputes. It also oversees Amtrak's on-time performance.

Roger Nober, a BNSF attorney, suggested to regulators in a September letter that the short-line railroads had been overlooked within Berkshire because of their small size.

Berkshire is an extremely decentralized conglomerate with more than 80 subsidiaries, including insurance, clothing, manufacturing, furniture, jewelry and utility businesses.

Buffett and other top Berkshire officials don't have much input in day-to-day operations of subsidiaries, and officials at the companies Berkshire owns don't necessarily interact with each other a great deal.

During that time, inflation averaged 13.83% per year, meaning that most people who invested in land in the provincial capital lost money in real terms. Any property price increase they saw was wiped away by inflation.

House prices fared only marginally better, with the average price of a home in a middle or upper-middle income neighbourhood in Lahore increasing by a meagre 3.73% per year during the past five years, again well below inflation.0002

There was, nonetheless, some significant variation within house prices. The average 1,210-square-yard (two kanals, in local parlance) house in middle and upper-middle income neighbourhoods in Lahore saw its prices rise by only 3.42% per year during the five years between 2007 and 2012. The ministry of finance, which normally provides average yields, did not release a figure on Monday. The average yield on five-year bonds at a December 10 auction was 14.163 percent.

Settlement for the bonds will take place on November 13. The central bank sells the bonds on behalf of the finance ministry.

DAKAR, Senegal (AP) ? After prayers at the mosque, Ibrahim Lo is off to do some last-minute Christmas shopping. Soon he is eyeing the rows of dolls wrapped in plastic bags on a wooden table as he searches for gifts for his four children.

A bouquet of inflatable Santa toys tied to a nearby tree bobs in the air at this outdoor market in the seaside capital as he makes his picks.

It looks a lot like Christmas in Senegal, where 95 percent of the 12.8 million residents are Muslim. Even the Grande Mosquee, a mosque that dominates the city's skyline, is aglow in holiday lights.

"When they go to school, the children learn about Santa," says Lo, wearing a flowing olive green robe known as a boubou. "We are born into the Senegalese tradition of cohabitation between Muslims and Christians. What is essential is the respect between people."

Senegal, a moderate country along Africa's western coast, has long been a place where Christians and Muslims have coexisted peacefully. Most Christians here are Catholic and live in the south of country and in the capital.

Hadim Thiam, 30, normally sells shoes but during December he's expanded to an elaborate spread of tinsel, cans of spray snow and fireworks.

"It's not linked to God. It's for the children," says Jean Mouss, 55, a Christian out shopping for holiday decorations at Thiam's stand. "We wish Muslims a Merry Christmas and invite them into our homes for the holiday."

Signs of Christmas are prevalent in this tropical seaside capital.

Green and flocked plastic trees of every size are sold on street corners alongside Nescafe carts and vendors splitting open coconuts. "My First Christmas" baby sleepers are folded neatly on the top of the piles of second-hand clothing for sale on the streets. There are French "buches de Noel" and chocolate snowmen for sale in the upscale patisseries.

At lunchtime, a chorus of schoolchildren singing "Silent Night" echoes across a courtyard. The main cathedral is now a spectacle of lights each night ? no easy feat for a city often subjected to power cuts.

Still, not everyone in Senegal thinks embracing Christmas is all in good cheer. Mouhamed Seck, a Quranic teacher and imam for a mosque in a Dakar suburb, says taking part in the holiday is supporting a non-Muslim's religion.

"Islam forbids Muslims from taking part in these festivities," he says.

Parents who celebrate Christmas, though, say it's a secular time to celebrate with their families on a national holiday.

"To make my two children happy, I buy gifts for them and ask their mother to prepare a very hearty meal but we don't go to Mass," says Oumar Fall, 46, who has a 10-year-old and a 13-year-old.

Santa Claus, known in this former French colony as Pere Noel, also makes the rounds at upscale shopping centers and grocery stores in the weeks before Christmas.

Mamadou Sy, 40, had been working at a hotel in Morocco until his visa recently expired. Now back in Senegal, he's making extra money this December as a Santa at the seaside Magicland amusement park.

Like children everywhere, some are frightened by him, but most just want pictures ? and presents.

"Senegal is a unique case where 5 percent of the country is Christian," he says, seeking shade while wearing his red fur costume and hat. "Christians celebrate Muslim holidays and Muslims celebrate Christian holidays."

The tradition even extends to Senegalese schools. Therese Angelique Soumare's students all get together for a Christmas party the weekend before the holiday with their parents. The teachers put presents under a tree and Santa Claus shows up to hand them out.

"Everyone celebrates because it's for the children. Here in Senegal we are good neighbors," she says as she picks out gifts for the party. "We sing, we dance and we love seeing the children's joy."
