Non-oil sectors boost Qatar Q2 GDP by 5 percent

DUBAI, Sept 30 ? Qatar?s economy grew 5.0 per cent from a year earlier in inflation-adjusted terms during the second quarter of 2012, as strong expansion in non-energy sectors including finance and construction largely offset a slacker energy sector, government figures showed yesterday.

Gross domestic product growth slowed from the first quarter, when it was 6.9 per cent year-on-year. Second-quarter GDP climbed 2.5 per cent from the first quarter, the figures released by Qatar Statistics Authority showed.

The OPEC producer?s economy is dominated by energy production, which accounts for roughly half of output. But that sector grew in real terms by only 0.8 per cent from a year earlier in the second quarter and shrank 0.1 per cent from the first quarter, because of softer global oil prices.

By contrast, the financial services sector grew 12.1 per cent from a year earlier, transport and communications output rose 18.0 per cent, and the construction sector increased 10.0 per cent. Qatar has embarked on a major infrastructure-building programme, partly in preparation to host the 2022 soccer World Cup.

In June, Qatar?s state planning authority said it expected economic growth of 6.2 per cent this year, slowing to 4.5 per cent in 2013, the weakest rate in a decade.

Last year, growth was 14.1 per cent. The slowdown is due to the fading impact of two decades of rapid expansion of natural gas production. ? Reuters

Thousands pray for US at 'America for Jesus' rally

PHILADELPHIA (AP) ? Thousands of conservative Christians gathered Saturday on Independence Mall in Philadelphia to pray for the future of the United States in the weeks before the presidential election.

Religious broadcaster Pat Robertson and Family Research Council president Tony Perkins topped a full day of speakers at "The America for Jesus 2012" prayer rally.

Robertson, a former Republican candidate for president, called the election important, but didn't mention either major political party or candidate by name.

"I don't care what the ACLU says or any atheists say. This nation belongs to Jesus, and we're here today to reclaim his sovereignty," said Robertson, 82, who founded the Christian Coalition and Christian Broadcasting Network, and ran for president in 1988.

Organizers plan another prayer rally Oct. 20 in Washington, D.C., two weeks before President Barack Obama faces Republican Mitt Romney in the presidential election.

Perkins asked the crowd to pray for elected officials including Obama.

"We pray that his eyes will be open to the truth," Perkins said.

A number of event organizers, though, have been vocal critics of the Democratic president.

Steve Strang, the influential Pentecostal publisher of Charisma magazine, which was distributed at the rally, recently wrote in a blog post that America is under threat from a "radical homosexual agenda." He also said Obama "seems to be moving toward some form of European socialism."

And speaker Cindy Jacobs has blamed a mysterious Arkansas bird-kill last year on Obama's repeal of the policy known as "don't ask, don't tell," which allows gays and lesbians to serve openly in the military.

Speakers throughout the day condemned abortion, gay marriage and population control as practiced by Planned Parenthood. Christian rock music filled the historic mall as speakers challenged the crowd to overcome the seven deadly sins: pride, greed, lust, envy, gluttony, wrath and slothfulness.

The rally was held outside of Independence Hall, where the Declaration of Independence was signed. Pennsylvania is also where evangelist George Whitefield preached during the first Great Awakening, the 18th-century religious revival that spread through the American colonies.

Iraqi convicts riot, escape from prison; 12 killed

BAGHDAD (AP) ? Prisoners seized weapons and set off hours-long clashes with security guards at a prison in Saddam Hussein's hometown that left 12 dead, including 10 guards, before dozens of inmates managed to escape from the facility, Iraqi officials said Friday.

Many of those who escaped from the prison in Tikrit, 130 kilometers (80 miles) north of Baghdad, were al-Qaida suspects, said a provincial spokesman but he could not say whether the terror group was behind the prison break.

The violence erupted on Thursday night, said Mohammed al-Assi, the spokesman for Salahuddin province where Tikrit is located. Several inmates broke into the prison storeroom and grabbed weapons kept there, overpowering the guards, he said.

The prisoners then engaged in an hours-long gun battle with the security troops inside the facility before breaking out of the prison on Friday morning. Security troops later regained control of the prison, al-Assi said.

Following the prison break, a curfew was imposed in Tikrit, he added.

"Everything is under control now. Our security forces are chasing the escaped prisoners and have already recaptured some," al-Assi told The Associated Press in a telephone interview.

A provincial health official, Raed Ibrahim, confirmed that 12 people died in the violence ? 10 prison guards and two inmates. He said 32 people were wounded in the clashes.

Qutaiba al-Jubouri, a lawmaker from the province, said a total of 81 inmates, including some who had been sentenced to death, managed to escape but that 36 of them were quickly recaptured.

"This is a regrettable security breach," said al-Jubouri, adding that an investigation will follow, "starting with the commanders of the security forces" at the prison.

He added that special forces were sent to Tikrit from Baghdad in order to put down the rioting.

Another lawmaker, Hakim al-Zamili, said the inmates burned all the prison records, which will complicate efforts to track down those who escaped.

Prison breaks are common in Iraq and are a big embarrassment to the country's Shiite-led government.

Burden of epilepsy in developing world described

ScienceDaily (Sep. 27, 2012) ? The burden of epilepsy in poorer parts of the world could be readily alleviated by reducing the preventable causes and improving access to treatment, according to a review article published September 27 in the Lancet.

The researchers call for greater recognition from international and national health agencies to address the management of epilepsy in the developing world.

Despite being one of the most cost-effective disorders to treat, there are twice as many people living with epilepsy in low- and lower-middle-income countries than higher income nations and more than 60% of those affected in these regions are not accessing any appropriate treatment.

Lead author Professor Charles Newton, who works in the Wellcome Trust programmes in Tanzania and Kenya, said: "Epilepsy needs to be brought into the agenda of non-communicable diseases. It was not mentioned in the UN General Assembly Meeting in New York to address the global burden of non-communicable diseases, and yet it represents a substantial burden of ill health."

Epilepsy is a common disorder, particularly in poor areas of the world, but deriving accurate figures on the epidemiology of epilepsy in low- and lower-middle income countries is very difficult. There have been very few surveys to gather appropriate data and such studies tend to be expensive, especially for countries whose health research funding is likely to be very limited.

Professor Newton and Professor Hector Garcia, both Wellcome Trust Senior Research Fellows, conducted a comprehensive review of academic articles about epilepsy in developing countries in order to piece together a picture of the burden of the disease in poorer parts of the world.

They conclude that the high number of people with epilepsy in these regions is likely caused by the higher incidence of risk factors, such as head trauma, complications during childbirth, and parasite infections such as pork tapeworm (neurocysticercosis), and river blindness (onchocerciasis).

The study also reveals the enormity of the treatment gap in poorer nations, with over 60% of people living with epilepsy in low- and lower-middle-income countries not accessing appropriate care. This is partly due to poor adherence to prescribed treatment but there remain huge barriers to accessing care, particularly in rural areas. The stigma associated with the disorder and cultural beliefs around causation is identified as a major problem, along with distance from a health-care facility and inadequate skilled manpower.

The epilepsy burden could be easily reduced by addressing some of the risk factors, say the authors. They highlight several ways in which epilepsy care could be improved at low cost, including by engaging traditional healers who for many people are the only point of care for epilepsy. Given the lack of expertise in management of epilepsy in poorer areas, they suggest that neurologists and psychiatrists should combine to set up services for the management of epilepsy in these regions.

"Sadly, adequate facilities for diagnosis, treatment and on-going management of epilepsy are virtually non-existent in many of the world's poorest regions. Many people with epilepsy or their families do not even know that they have a disorder that can be controlled with biomedical treatment, so it is vitally important that awareness is raised and medical care improved in these regions," added Professor Newton.

HBT: Hernandez shaved his mustache for charity

As promised, Keith Hernandez shaved off his mustache for charity today. Or more accurately, had his mustache shaved off in a big ceremony outside Citi Field in front of fans and media members.

Our buddy Ted Berg of SNY.tv snapped that photo of the shave in the progress and then Matthew Cerrone of MetsBlog.com has a picture of Berg (with mustache) interviewing Hernandez (sans mustache).

Apparently the whole thing raised $10,000 for the Adult Day Health Center in Brooklyn, so good on Hernandez and the Mets for putting it together.

Most importantly: Now that?s he shaved Hernandez should take another run at Elaine Benes.

Mars rover driving through ancient riverbed

The Mars Rover has detected the first on-the-ground evidence of an ancient streambed. If there was water, could Mars have supported life? NBC's Tom Costello reports

A close look at pebble-filled layers of rock has convinced scientists that NASA's Curiosity rover is driving through a dried-up stream bed on Mars where water flowed vigorously billions of years ago. They say it's the kind of place that just might have supported life when the planet was young.

"This is a rock that was formed in the presence of water," Caltech's John Grotzinger, project scientist for the $2.5 billion Mars Science Laboratory mission, said today during a televised news conference at NASA's Jet Propulsion Laboratory in Pasadena, Calif.

The evidence is in the shape, size and composition of the rocks that Curiosity came across at multiple sites during its landing on Aug. 5. Conglomerate rocks, consisting of pebbles cemented together within layers of sediment, were seen at three sites:


  • Goulburn, a bedrock formation that was exposed by the blast from Curiosity's descent.
  • Link, a rock outcrop that was seen once Curiosity headed out from the landing site.
  • Hottah, an uplifted slab of craggy rock that was given a visual inspection two weeks ago.

Hottah in particular showed clear evidence of rounded pebbles that were too big to be smoothed by the action of the wind. Some of the rocks are as big as golf balls. The best explanation for the gravelly pebbles was that they were eroded by the vigorous flow of water, said Curiosity science team member Rebecca Williams, a senior scientist at the Arizona-based Planetary Science Institute.

The Hottah slab, which measures 4 to 6 inches (10 to 15 centimeters) thick, looks as if "somebody came along the surface of Mars with a jackhammer and lifted up a sidewalk that you might see in downtown LA, sort of like in a construction site," Grotzinger said.

A closeup view of the "Hottah" rock outcrop shows the characteristic pebbly rock that is associated with the action of a flowing stream. Broken surfaces of the outcrop have rounded, gravel clasts, such as the one circled in white, which is about 1.2 inches (3 centimeters) across. The rock formation was named after Hottah Lake in Canada's Northwest Territories.

This set of images compares the Link outcrop of rocks on Mars (left) with similar rocks seen on Earth (right). The image of Link, obtained by NASA's Curiosity rover, shows rounded gravel fragments, or clasts, up to a couple of inches (few centimeters) wide, within the rock outcrop. In accordance with the Mars mission's tradition, Link takes its name from a rock formation in Canada's Northwest Territories.

The evidence from the ground meshes well with the evidence from orbit indicating that Curiosity is near an 11-mile-wide (18-kilometer-wide) fan of material that may have washed down a channel in ancient times, when Mars was warmer and wetter, according to William Dietrich, a planetary scientist at the University of California at Berkeley.

"These stones ... are very, very revealing to us about the process," Dietrich said. Some previous research has suggested that water flowed on Mars only for brief periods, separated by long, cold, dry spells. That scenario might not have provided enough time for life to get a foothold on the Red Planet in ancient times. But Dietrich said the patterning of the channels within the fan suggested that water streamed through the area for well beyond a thousand-year time scale.

"We can step away from the idea that there was a single burst of water ... that built it all in a day," he told reporters.

Based on the size of the gravel seen by Curiosity, Dietrich estimated that the water moved at a speed of about 3 feet (1 meter) per second, at a depth somewhere between ankle and hip deep.

"Plenty of papers have been written about channels on Mars with many different hypotheses about the flows in them," Dietrich said in a NASA news release. "This is the first time we're actually seeing water-transported gravel on Mars. This is a transition from speculation about the size of streambed material to direct observation of it."

This image shows a dry streambed on an alluvial fan in Chile's Atacama Desert, revealing the typical patchy, heterogeneous mixture of grain sizes deposited together. On Mars, Curiosity has seen two rock outcrops close to its Bradbury Landing site that also record a mixture of sand and pebbles transported by water. Scientists say the mixture was probably deposited along an ancient streambed.

So far, the scientists' conclusions are based exclusively on visual observations by Curiosity's high-resolution Mastcam imager. Further imagery, along with chemical readings from other instruments on the rover, will likely be used to fill out the story of the ancient stream bed, Grotzinger said.

The main goal of Curiosity's two-year primary mission is to assess how habitable Mars was in ancient times. That's why mission managers chose 96-mile-wide (154-kilometer-wide) Gale Crater as Curiosity's landing site. It has that alluvial fan, which appears to issue forth from a channel that has now officially been designated Peace Vallis. It also has a 3-mile-high (5-kilometer-high) mountain, known as Aeolis Mons or Mount Sharp, which could preserve billions of years' worth of Mars' geological record.

Grotzinger noted that the three requirements for habitability typically listed by astrobiologists are the presence of liquid water, the availability of an energy source (such as sunlight) and the presence of carbon-based compounds that can be used as the building blocks of life.?

"Now we've got a hall pass for the water examination," Grotzinger joked.

Theoretically, a long-flowing stream could be a habitable environment. "It is not our top choice as an environment for preservation of organics, though," Grotzinger said in NASA's news release. "We're still going to Mount Sharp, but this is insurance that we have already found our first potentially habitable environment."

Even if the rover's instruments detect the right kinds of carbon compounds, that would not serve as confirmation of ancient life on Mars. That would "have to wait for another mission," Grotzinger said. ?

Paris Auto Show opens doors amid decline in sales

PARIS (AP) ? Carmakers prepared for a future of lower sales in Europe, labor strife and uncertainty as they set out the latest models at the Paris Auto Show on Thursday.

France's carmakers will be aiming for the mass market with their launches at the auto show, which had its media preview Thursday. The show opens to the public this weekend.

France's Peugeot, Citroen and Renault see the event as a chance to show off their latest models to a hometown crowd.

France produced 2.2 million cars last year, compared to 3.5 million in 2005. The industry employs 30 percent fewer people in France than it did 10 years ago, and more job cuts are imminent.

European data show new passenger car registrations dropped 8.9 percent in August, the 11th consecutive monthly decline. And the industry is well over capacity, selling far fewer cars than factories already running on reduce capacity can produce.

Rebecca Lindland, director of research for IHS Automotive, said the current downturn is no blip. Car manufacturers are facing a long-term reduction in demand in Europe.

Even as far out as 2020, the forecast "really never gets above 15.5 million units," down from 17.5 million in 2007. Plant closures, which many carmakers have been calling for, are "incredibly difficult politically but (are) incredibly necessary."

"If you can't change demand, you have to change supply," she said.

Only three plants have shut down in Europe since the debt crisis took hold in 2010, according to auto industry consultants Alix Partners in a June report. Peugeot has proposed closing one factory in France this year, but the plan has run into opposition from France's powerful unions and the government.

PSA Peugeot Citroen chief executive Philippe Varin insisted Thursday that the only solution is to close plants, no matter how politically difficult.

"This situation is not tenable over the long term," he said.

Sergio Marchionne, CEO of Fiat and Chrysler, has long advocated that the European Union coordinate such decisions and help carmakers restructure ? since individual countries tend to fight just to save plants on their home turf.

"I think it would be much more beneficial if this became a European problem as opposed to a national problem," he said. "There's no flag that will fix this."

All the gleam was on the cars Thursday, as executives made no effort to hide how bad the auto industry is faring. Varin said that the situation is only getting worse, with Germany's economy, the traditional powerhouse of Europe, now slowing down.

"Our working hypothesis is that the market is at a plateau for the next three years and that 2015 won't look very different from 2012," he said.

The industry will have to redefine itself in coming years, both because new markets like China and Brazil are vitally important and because the economic troubles of the past several years have taken a toll.

"You really feel that the automobile industry is still unclear where we are going out from this very difficult time," said Sven Beiker, executive director of Stanford University's Center for Automomtive Research.

NFL referees' union and league make progress in talks, source says

(Reuters) - The NFL and locked-out referees have made progress in contract negotiations, a source close to the referees' union said on Wednesday, as hopes rise the two sides can strike a deal in time for officials to be back on the field for this weekend's games.

An agreement would come amid mounting criticism of the National Football League after a widely panned touchdown call by replacement referees gave the Seattle Seahawks a victory over the Green Bay Packers on Monday.

The furor appears to have given fresh impetus to talks that on Tuesday had direct input from team owners for the first time, according to the source close to the NFL Referees Association.

The source told Reuters an agreement had been reached on the contentious issue involving the league's proposal to create a pool of backup referees.

But while there has also been movement on the thorny matter of change to the referees' pension plans, the source said "economic gaps" remained and agreement had yet to be reached on how to grandfather in any new plan.

NFL spokesman Greg Aiello confirmed talks continued on Wednesday between the two sides, but he declined to comment on how the negotiations were progressing.

The NFLRA could not be reached for comment.

NFLRA referees have been locked out since June after failing to reach agreement with the league and club owners over a new Collective Bargaining Agreement.

Most of the replacements have been drawn from the lower ranks of college and high school football and semi-professional leagues and have struggled with the complex rules for NFL games.

After three weeks of games with replacement referees, outraged fans and players have ratcheted up complaints about the lockout, with much of the blame focused on the NFL and its management.

An opinion column in The New York Times by Thad Williamson, an associate professor of leadership studies at the University of Richmond, called on NFL Commissioner Roger Goodell to resign.

"He has failed in the first responsibility of any league commissioner, which is to safeguard the integrity and credibility of the game," wrote Williamson.

DISCIPLINARY ISSUES

The confusion on the field has led to a noticeable drop in discipline from players and coaches. New England Patriots head coach Bill Belichick was fined $50,000 by the league on Wednesday for grabbing an official by the arm at the end of his team's loss to the Baltimore Ravens on Sunday.

Players weighed in on the issue, with Cleveland Browns return specialist Josh Cribbs contrasting the league's behavior with its tight regulations of player conduct.

"It makes me angry because we're asked to do so much - pull our socks up, can't wear this, got do this," Cribbs told the Cleveland Plain Dealer.

"There are so many rules have to be upheld to. And who upholds the rules for them? Who holds the NFL accountable to maintain the integrity of the game?"

A more light-hearted take came from Green Bay, where channel NBC26 presented a bungling "Replacement Weather Guy," who forecast the weather would reach lows of minus-200 degrees F and highs of 346 degrees in Wisconsin.

In the Monday night game, Seattle beat Green Bay with a long "Hail Mary" pass on the final play. The replacement referees took more than 10 minutes to rule which team came down with the ball, and the NFL also said the next day that the crew missed an offensive pass interference that should have negated the play.

Despite fan complaints the inconsistent officiating was hurting the quality of play and the league's credibility, there has been no fall-off in gate attendance or TV viewership.

The Monday night matchup on Walt Disney Co cable network ESPN grabbed 16.2 million viewers, the most-watched program of the night, according to ratings tracker Nielsen.

Through the first three weeks of the season, "Monday Night Football" is averaging 13.4 million viewers, about even with last season, ESPN said.

Pregnancy and Snoring, A Wakeup Call

If you are pregnant and have recently begun to snore, it could be a bigger problem than just keeping your partner awake. University of Michigan researchers report that women who begin snoring after they get pregnant are at increased risk for high blood pressure and preeclampsia.

Along with the morning sickness, mood swings, food cravings, and an increased need to run to the bathroom, another symptom that may develop during pregnancy is snoring. It's well established that habitual snoring, which is defined as snoring three to four nights per week, is associated with sleep-disordered breathing, whether it occurs in men or women.

In the findings of this latest study, which included 1,719 third-trimester pregnant women recruited from March 2007 through December 2010, habitual snoring had a significant role in high blood pressure and was also found to present an increased risk to the mother's cardiovascular health.

The researchers discovered the following:

  • 34% of the women reported that they snored
  • 25% reported that snoring had started during pregnancy
  • Snoring that started during pregnancy, but not snoring that was present before pregnancy more than doubled the risk of high blood pressure and significantly increased the risk of preeclampsia when compared with women who did not snore

Dangers of preeclampsia and high blood pressure
Preeclampsia develops in about 5 to 8 percent of pregnant women typically after 20 weeks gestation and up to six weeks postpartum. Worldwide, an estimated 76,000 women and 500,000 infants die each year because of preeclampsia, which is characterized by a rapidly progressive rise in blood pressure and protein in the urine, and may also include sudden weight gain, headache, vision changes, shortness of breath, and other symptoms.

The impact on infants born to women with preeclampsia can be considerable:

  • Worldwide, preeclampsia is associated with up to 20% of the 13 million preterm births that occur each year, or about 100,000 births in the United States
  • Reduced blood flow to the placenta, which limits the amount of nutrients the infant receives and can result in an infant who is small for its gestational age. About 15% (4.5 million) of infants are born with this condition each year as a result of preeclampsia.
  • Approximately 10,500 infants die in the US each year from preeclampsia. In countries without the means to keep premature babies alive, the death rate can be considerable.
  • Infants born prematurely because of preeclampsia may face challenges such as epilepsy, learning disabilities, cerebral palsy, deafness, and blindness.

What this study means
According to Louise O'Brien, PhD, the study's lead author and associate professor in the University of Michigan's Sleep Disorders Center, about 19 percent of disorders associated with high blood pressure during pregnancy could be alleviated if sleep-disordered breathing was treated.

Sleep disordered breathing is a term used to describe various respiratory abnormalities, of which obstructive sleep apnea is the most common. Among the most common ways to treat sleep apnea is continuous positive airway pressure (CPAP), a device worn during sleep that uses air pressure to keep an individual's airways open.

O'Brien is conducting further research into the effectiveness of CPAP in treating pregnant women who snore. In the meantime, she noted that physicians should ask pregnant women whether they have started snoring and try to identify which women are at high risk for high blood pressure and preeclampsia so they can take preventive steps.

That changes today with Carbonite Mobile, a free app for iOS and Android that allows you to upload photos and other files to Carbonite.com. In addition to backup, though, the Android version offers some features typically reserved for standalone mobile security apps -- things like remote wiping and the ability to reset the phone to factory settings if it falls into the wrong hands. Additionally, you can use the app to locate your lost device on a map, and you can also set off the ringer, even if you had set the phone to vibrate. In the case of the Android app, the software will run in the background; due to Apple's different set of APIs, it won't run 24/7. Intel agencies warned U.S. Embassy in Egypt of possible violence

WASHINGTON (Reuters) - A U.S. intelligence cable warned the American Embassy in Cairo of possible violence in response to Arabic-language broadcasts of clips from an anti-Muslim film, U.S. government sources said on Monday.

The cable, dispatched from Washington on September 10, the day before protests erupted, advised the embassy the broadcasts could provoke violence. It did not direct specific measures to upgrade security, said the sources, who spoke on condition of anonymity.

However, under standard diplomatic procedures, Egyptian government officials and security forces were notified of U.S. concerns, since host governments are responsible for ensuring the security of foreign diplomatic missions on their soil, the sources said.

Copies of the cable were not sent to other U.S. outposts in the region, including the U.S. consulate in Benghazi, Libya, where violence took the life of U.S. Ambassador Christopher Stevens and three other Americans. The ties between the Benghazi violence and the crude anti-Muslim film are still unclear.

The sources said the cable, which is still classified, was sparked by the broadcast on Saturday, September 8 by al-Nas, an Egyptian satellite TV network, of what its presenters described as extracts from an English-language film denigrating the Prophet Mohammad.

That broadcast said the clips from the American film had been uploaded on the YouTube website by "migrant Coptics," a reference to exiled members of a Christian sect with a large minority presence among Egypt's Muslim majority.

The film, called "Innocence of Muslims," portrayed Mohammed as a womanizer, thug and child molester.

In the warning cable, intelligence officials in Washington advised the embassy in Cairo the film clips had been translated into Arabic and were being disseminated via social media.

CLIPS WENT VIRAL

On Tuesday morning, before the protests began, the embassy posted a statement on its Facebook page which, according to a senior U.S. official, condemned "the continuing efforts by misguided individuals to hurt the religious feelings of Muslims," a reference to the film.

It is not known if that posting was prompted by the U.S. intelligence warning. The statement was later pulled from the Internet because it was not coordinated with the State Department in Washington, the official said.

While the TV broadcast of the clips, on a talk show hosted by an Islamist preacher, did not get much attention, once the material was posted on social media, including YouTube, it went viral. Through the cable, the U.S. Embassy was "made aware this is happening," a U.S. official said on condition of anonymity.

Another source said that because the broadcast and concerns about possible violence were specific to Egypt, the warning message was not sent to other U.S. Middle Eastern outposts.

State Department spokeswoman Victoria Nuland said staff were "well aware" that the video was being used to whip up strong feelings and could lead to demonstrations, and that most of the Cairo embassy staff had been instructed to stay home that day even before the protests began.

"So when we had the difficulties, there was actually minimal staff in the building because we were already alerted and we had alerted the Egyptians as well," she told a news briefing.

Not long after violent protests broke out on Tuesday, September 11 at the embassy in Cairo, violence also broke out in Benghazi. In ensuing days, anti-Western protests, many of them violent, took place in Yemen, Tunisia, Sudan, Afghanistan and other Muslim-majority nations.

President Barack Obama's administration has strongly denied it had advance warning about the Libya attack and has said it is still trying to figure out how it occurred and who carried it out.

Eyewitnesses and some U.S. officials have said the Benghazi attack appeared to be well-organized, and militants displaying banners of a group called Ansar al Sharia appeared to have been deeply involved in the violence.

Ensuring that all veterans, Active, Guard, and Reserve service members and their families receive the support they deserve is a top priority for the Obama Administration. Since September 11, 2001, more than two million service members have deployed to Iraq or Afghanistan with unprecedented duration and frequency. ?Long deployments and intense combat conditions require optimal support for the emotional and mental health needs of our service members and their families. The Obama Administration has consistently expanded efforts to ensure our troops, veterans and their families receive the benefits they have earned and deserve, including providing timely mental health service. The Executive Order signed today builds on these efforts.??

The Executive Order signed by President Obama:

Strengthens suicide prevention efforts across the Force and in the veteran community:

  • The Executive Order directs the VA to increase the VA veteran crisis line capacity by 50% by the end of the year. ?
  • Under the Executive Order, VA will ensure that any veteran identifying him or herself as being in crisis connects with a mental health professional or trained mental health worker within 24 hours or less.?
  • VA will work with the Department of Defense to develop and implement a national 12 month suicide prevention campaign focused on connecting veterans to mental health services. ?

Enhances access to mental health care by building partnerships between VA and community providers:

  • In service areas where VA has faced challenges in hiring and placing mental health service providers and continues to have unfilled vacancies or long wait times, the Executive Order Directs the Department of Veterans Affairs to work with the Department of Health and Human Services (HHS) to establish at least 15 pilot sites. ?In pilot sites, VA will contract with community health centers, community mental health clinics, community substance abuse treatment facilities and other HHS grantees and community resources to help reduce VA mental health waiting lists. ?
  • Under the Executive Order, HHS and VA will develop a plan for a rural mental health recruitment initiative to promote opportunities for VA and rural communities to share mental health providers when demand is insufficient for either to support a full-time provider. ?

Increases the number of VA mental health providers serving our veterans:

  • Under the Executive Order, VA will hire 800 peer-to-peer support counselors to empower veterans to support other veterans and help ensure that their mental health care and overall service needs are met.?
  • VA has launched an effort to hire 1,600 new mental health professionals to serve veterans. The Executive Order directs VA to use its pay-setting authorities, loan repayment and scholarships, partnerships with health care workforce training programs, and collaborative arrangements with community-based providers to recruit, hire, and place 1,600 mental health professionals by June, 2013. Since, 2009, the VA has expanded its mental health programs, hiring more than 3,500 mental health professionals since 2009.

Promotes mental health research and development of more effective treatment methodologies:

  • The Executive Order directs the Department of Defense, the Department of Veterans Affairs, the Department of Health and Human Services and the Department of Education to develop a National Research Action Plan that will include strategies to improve early diagnosis and treatment effectiveness for TBI and PTSD. ?
  • The Executive Order further directs the Department of Defense and Department of Health and Human Services to conduct a comprehensive mental health study with an emphasis on PTSD, TBI, and related injuries to develop better prevention, diagnosis, and treatment options. ?

Launch a government-wide collaborative effort to address these issues through a Military and Veterans Mental Health Interagency Task Force:

  • The Executive Order establishes an Interagency Task Force, including the Department of Defense, Department of Veterans Affairs, Department of Health and Human Services, Department of Education, the Domestic Policy Council, National Security Staff, the Office of Management and Budget, the Office of Science and Technology Policy, and the Office of National Drug Control Policy, which will make recommendations to the President on additional strategies to improve mental health and substance abuse treatment services for veterans, service members, and their families. ?

Supporting our Military, Veterans, and their Families

The President has taken key steps to protect and strengthen the health of our military, veterans and their families here at home. Many of these initiatives are supported by agencies across the federal government and collaborative partnerships with states and communities.?

?

Health Care?

  • For the first time ever, 135 medical schools have committed to exchanging leading research on PTSD and TBI and will also train future physicians to better understand veteran health needs. ?More than 150 state and national nursing organizations and over 650 nursing schools have committed to ensure our nation?s 3 million nurses are prepared to meet the unique health needs of veterans and their families by educating the current and future nurses of America to have a better understanding of PTSD and TBI.
  • President Obama signed the ?caregivers and Veterans Omnibus Health Services Act of 2010?, into law which helps our most seriously injured post-9/11 veterans and their family caregivers with a monthly stipend; access to health insurance; mental health services and counseling; and comprehensive VA caregiver training and respite care.
  • The Department of Labor has proposed new regulations for the Family and Medical Leave Act (FMLA) to support military families and caregivers. This rule would implement statutory changes to the FMLA, expanding leave to family members caring for veterans who have suffered a serious injury or illness.?
  • In July 2010, the VA published a historic change to its rules, streamlining the process and paperwork needed by combat veterans to pursue a claim for disability pay for post-traumatic stress disorder (PTSD).?
  • The VA expanded its workforce by over 2,600 people to handle applications for disability pay. The VA is also using technology and new approaches to help veterans get their benefits by accepting online applications for initial disability benefits, initiating an innovation competition, launching pilot initiatives, and investing over $128 million in a paperless Veterans Benefits Management System.
  • The administration is utilizing partnerships to reduce the stigma associated with seeking treatment for behavioral health issues. Make the Connection, a campaign launched by the Department of Veterans Affairs, is creating ways for veterans and their family members to connect with the experiences of other veterans and access the information and resources to help these families confront the challenges of transitioning from service to daily civilian life.?

Licensing and Credentials

  • Nearly 35 percent of military spouses in the labor force require licenses or certification for their profession. Many military spouses hold occupational licenses and routinely move across state lines, causing licensing requirements to disproportionately affect the military spouse population. The First Lady and Dr. Biden encouraged all 50 governors to pass legislation by 2014 to reduce the financial and administrative strains that 100,000 military spouses incur from trying to get their state licenses or certification credentials to transfer from state to state as they move. Mrs. Obama and Dr. Biden encouraged governors to take Action in February 2012 when only 11 states had legislation on the books. 26 states now have measures in place to support military spouses and the initiative is on-track to meet the 2014 goal.

Education

  • The Department of Defense has awarded $180 million in grants to support military-connected public school districts. ?These grants support improved academic programs for military children. ?More than 400,000 students from military families across all grade levels are impacted by these grant projects.
  • The Department of Defense has awarded approximately $25 million to military-connected Local Education Agencies (LEAs) this summer to focus on increasing student achievement and easing transitions through research-based academic and support programs. ?
  • The Department of Defense, in collaboration with the Council of State Governments? (CSG) National Center for Interstate Compacts developed the Interstate Compact on Educational Opportunity for Military Children (the Compact) to address the educational transition issues of children of military families. ?The Compact covers transition issues including class placement, records transfer, immunization requirements, course placement, graduation requirements, exit testing, and extra-curricular opportunities. ?States adopt the Compact through legislation, and as a result, join the Military Interstate Children?s Compact Commission (MIC3). ?To date, 39 states have approved the Compact and these states are home to 89 percent of school age children whose active duty parents are assigned to military installations in the United States. ?We will continue to work with leaders to encourage the 11 remaining states approve the Compact and become members of MIC3.
  • VA eased the Post-9/11 GI Bill application process within the eBenefits portal, including transferability to spouses or children for service members with over six years of service. Servicemembers can now apply on-line to transfer the benefits of their Post-9/11 GI Bill to eligible beneficiaries.?

Housing

  • On top of the historic settlements completed by the Federal government and 49 state Attorneys General, major mortgage servicers will be providing relief to thousands of service member and veteran households. A review will be conducted of every service member household foreclosed upon since 2006. Those wrongly foreclosed upon will be compensated equal to a minimum of lost equity, plus interest and a refund for money lost because they were wrongfully denied the opportunity to reduce their mortgage payments. Additionally, these organizations will pay $10 million into a VA fund that guarantees loans on favorable terms for veterans.
  • The Administration is working to end veteran homelessness through leveraging broad support at Federal, State, and local levels in both the public and private sectors. Working with over 4,000 community agencies, the VA and HUD have successfully placed more than 37,000 veterans in permanent housing with dedicated case managers and access to high-quality VA health care since 2009. To ensure we reach out to our homeless veterans, the VA created a National Registry for Homeless Veterans and established a National Homeless Hotline. Veteran homelessness was reduced by nearly 12 percent between January 2010 and January 2011.?
  • In 2011, VA helped save 72,391 Veteran and military borrowers with VA-guaranteed loans from foreclosure, a 10% increase from the prior year. ? VA has helped nearly 59,000 borrowers avoid foreclosure so far in 2012. ?The home loan guaranty program helps Veterans and their families purchase homes, often with no down payment required. ?The program expects to guaranty the 20 millionth loan in early November 2012.
  • Using their Interest Rate Reduction Refinancing Loan, also known as the Streamline Refinance, VA refinances existing VA loans into new loans with lower interest rates, or adjustable rate mortgages (ARMs) into fixed rate mortgages. ?In 2011, this program saved an average of $202 per month in individual payment reductions and 1.42% in interest rates. ?This equates to saving military and veterans $24 million a month and $293 million per year.

Financial Readiness

  • The Department of the Treasury?s Office of Financial Education and Financial Access has helped military families identify predatory lending practices. The Consumer Financial Protection Bureau (CFPB) established an office of service member affairs to ensure that the CFPB addresses the financial challenges that confront military families and strengthens protections against abusive financial practices.
